Fulton County Animal Control enforces the County's animal control ordinances, investigates cases of animal neglect and abuse, quarantines aggressive animals, is in charge of the care of stray and abandoned animals, assists with pet adoptions, and assists with lost and found pets.
Peoria County Animal Protection Services (PCAPS) investigates reports of animal cruelty, neglect, or abuse.

What is neglect?

Law requires pet owners provide the basic necessities to prevent suffering for their animal companions. Animals must receive:

-Adequate food
-Continuous water
-Shelter and protection from the weather
-Medical care to prevent suffering

Other signs an animal may be suffering include matted hair, overgrown nails, constant confinement in a crate, locked in a car on a hot day, or injuries that are not treated.

What is cruelty?

PCAPS characterizes cruelty as intentional behavior meant to harm or kill an animal including participating in dog fights; hitting, beating, kicking, or abusing an animal; or any act that causes harm to a domestic animal.
